The center will be a state run facility to archive, exhibit, and research Japanese popular culture.
Others, however, see the project in a different light - that museums represent an age past. Individuals say the project does nothing to combat the roots of the problems, saying that small producers need financial assistance, also claiming that government involvement could happer expression.
